You need to establish your own credibility and the reason why your audience should be interested in your speech. Why should this topic be of special importance to Taiwanese students? Can you frame your topics to show more about the role of Taiwanese, or the effect on Taiwanese of this issue?

The conclusion is kind of weak. You are suggesting the audience to support a policy change, but you don't detail what the policy is, merely that a change should be made. What policy do you suggest and why would that policy improve the situation without causing a number of new problems? Hmmm, you can see that pushing for a policy change really expands your speech beyond the scope of the assignment, and makes it impossible to complete the assignment in the required time limit.

Therefore, stick to informing instead of pushing for policy change, which is what you would do in a persuasive speech.
